Materials:
- Mod Podge or White School Glue
- Water
- Wide craft brush
- Scrap tissue paper cut into small pieces
- Glitter
- Store bought party hats
Add a little water to dilute the glue
Paint bottom two inches of hat with glue mixture
Holding hat over the bowl, sprinkle the confetti onto the mod podge and tap the excess off.
Once bottom is dry, paint the top 1 1/2 in with glue mixture sprinkle or dip into glitter.
